How can I get the cedilla to work on Ubuntu?

Explanation: cedilla is a carachter which consists on the C letter with a small common under it, and can be typed by pressing acute/apostrophe (') followed by C (C). For some reason, when I press those keys, I get a C letter with a common above it, and not under it, as it should be.

I know that east (?) europeans will use the common above, but damn, I need it under!!!

This is what I need:

And this is what I get here:

lol... no prob. ;) anyone else (no help that works on google)?

I like this os/distro, but I know when I need to complain. Ubuntu is represented as a circle of different people (5 on the picture), thus ensuring equality among the world. But don't they actually test those things before launching it? I mean, I'm sure it's not difficult (for them) to make a script tool to configure the keyboard to different countries, as, in the worst situation, I'm pretty sure that the system needs some files replaced. Can't they just provide a package or something or even tell the instructions to change the layout (http://www.ubuntuforums.org/search.php?searchid=1704243 doesn't seem to help).

We all can't live without typing our language carachters, right? I really don't care about Unicode support, as if I would choose, I would do so to include carachters that I need, and I would not look back.

This is very annoying.

edit: i'm not underestimating Unicode support. It's interesting to display everything at once without workarounds, or to have a file with ♪♫ as a name, but that's not my (or almost everyone else, for that matter) priority.
