Inspiron 8500 stays on half throttle 1.2ghz

Hi, i have a I8500 2.5ghz but it is stuck on 1.2ghz. I was told that the speed throttle in the P4 did this to save power. I have been running the laptop full out to see if the speed would increase but it stays at the 1.2ghz. I had a movie and internet and a few other apps running and the CPU usage is 100% and the speed throttling has not changed any.

My bios I believe is set correctly, if I disable the speed throttling in the bios then the laptop runs at the lowest speed possible.

My power adapter is not recognized by the laptop would this do anything to the speedtrottling?

I have installed Notebook Hardware Control to see if I can increase the speed but there again it only sees 1.2ghz in the configuration.

If there is anyone out there who has a solution to this mystery Please let me know.

Your power adapter definetly seems like the culprit. Try taking the book off battery after its been charged and ensure full speed is on then check your speeds again.

My charger will not charge the battery, because of the laptop not noticing the charger. I get and power adapter error at boot up. I have another charger on the way hopefully this is the culprit.
