Hi, I just bought an Acer Ferrari 4005. I have a question: I clicked on My Computer, then I clicked on View System Information. It states: AMD Turion )tm) 64 Mobile Technology ML- 37 1.59 GHz. 1.00 GB of RAM. That's without the AC Adopter.
Now, I plug in the AC Adopter and waited 10 minutes. It switches to 1.99 GHz. Now here's my question: I wanted to know if it has something to do with PowerNow! technology provided by AMD.

Possibly, but probly not. Computers sometimes "underclock" the processor for power conservation purposes. That may explain why your computer says 1.59 when not connected to the outlet, and 1.99 when connected.
My Dell P4M does the same thing as well.

you must have 3A23 bios. Those undercloced the CPU by 0.01GHz so instead of 2.00GHz at full throttle you get 1.99 and instead of 1.60 at halfway you get 1.59. But yes this change in seed has to do with AMD PowerNOW

AMD PowerNow! does the trick, but you can customize it at your power settings. I'm using Acer ePower Management but you can do it at Control Panel > Power Options and set to run at full speed (2.0G) at all times or change speed as processor power is required.

From where can I get eAcer Power Management? It isn´t on my 4005 and it is not on the System CD´s? Is it better than NHC? What about Fan-Control? Is it possible to control the fan with it? (fan-nocie sucks; at this time I write an Word-Document and it is still in the room...still but not the fan :( )

You can get tools from Acer Empowering technology here http://websupport.acer.com.tw/support/driver/index.asp . No, it will not help with the fan. The fan in the Ferrari line is set to always on.
