Most games will never peg your CPU as its a dual core and almost all games are written to take advantage of only a single core. Those that do take advantage of 2 cores usually will only use the 2nd one for AI and or other tasks not...
I'll assume you meant a 1720. I guess it would depend on whether your 1705 had the crappy ATI card or a 7900. If it was an ATI, then a 1720 would technically be an upgrade. If it was a 7900, then fight for a replacement 1710.
Its not a screen shield, its for the body of the laptop. The "standard shield" types usually cover the top lid & the wrist rests. But yeah, buy it, review it, and let us know! Guinea Pig ftw!
I think your screen res must be 1440x900. Thats the only way I can see you getting a score that high, even overclocked. 3DMark06 runs at a default of 1280x1024. If you monitor can't support that res (which a 1440x900 can't) then it will...

If thats the case, find a 1705 with a 7900GS on the outlet and then swap the card with your friends. If he has a faster processor, swap that too. lol
Unfortunately, there are a bunch of guys in the Alienware forums who have the new 9750's with the 1440x900 screens getting "too high" 3DMark06 scores, yet refusing to believe its not normal due to their screens.
