I've had issues of randomn scrolling at times... usually when I have my Logitech MX518 gaming mouse connected.... seems to be a driver confict issue...which usually results in my mouse wheel not working and/or mouse sensitivity randomly...
note: make sure you have all partitions backed up prior to deleting them.
Oh yeah... and always disable the memory card reader (in the bios) before doing a fresh windows reinstall... you can always re-enable it afterwards.... this was most likely the cause of the C: to H: problem.
