When you say you took out the CPU/GPU heatsinks... if you removed the actual heatsinks themselves, the thermal paste below will now be next to useless. If you have done this, you should reapply thermal paste (Arctic Silver 5 is the go.)...
Agree on the 1440 option - only time I would bother with 1920 is if using an external LCD, 22" or bigger. My 7700 has a 1680x1050 screen, and I find myself wishing I had 1440 or similar due to text size etc.

My recommendation would be don't spend your money on a 9700... the 9750 is a far superior machine and will be far more capable of playing Supreme Commander decently.
