I have to vote for Ubuntu Linux. It is an easy to use Linux distro and is getting close to the quality of the OS X.

I have heard about this before with that model. Sounds like it has a grounding issue. Dell might have to do another recall or atleast send out new power adapters.

If you end up going with a Mac you might want to wait a few month. OS X 10.5 will be out soon. Apple charges about $100 for an OS upgrade.
