Do you plan on using this with a PC? If so I think you will want one that is true 1080P (as in 1920x1080 res). A lot of the lower price HDTV on the market only support 1280x720 or 1366x768 as native althoug they will accept a 1080I/P...
You can forget about the 22.2" 3840x2400 LCD, it's old technology that means that the response time is going to be totally un-suitable for gaming. I also was looking for more destop real estate to work with and I looked at the 3007...
I would stay away from the Dell 3007 as it has no internal scaler and you'll need to spend $1000 on a top notch SLI setup to drive it at 2560x1600 native on the newer games. If you want size, you can get a 37" or larger 1920x1080...
Shuttle SD37P2 will probably handle all your requirement. the 400W PSU is enought to run the latest videocards since the Conroe uses a lot less power than the older P4 chips.
Waste of money and time. By the time DX10 games becomes common, there will be better and cheaper cards.

If you build your own, warranty is provided by the manufacturer of the device (be it mobo, harddrive, etc). If you buy it completed from a shop, then the shop may (differ from shop to shop) handle all warranty matters on your behalf.

Can you run the game in a window and have taskmanager opened and watch the processes and see if you see a spike in CPU usage from some other problem when the lag happens.
I got over 10K on 3DMark05 on my X1900GT.
