That M-Tech system is just a rebranded Clevo D900 series (actually they don't even bother to rebrand it..)
The basic config sells normally for much less than $2200. M-Tech is the middleman adding extra $$$ to the invoice.
I am 100% positive it's either an ATi driver or Windows PnP issue.
With the way these systems are assembled (in large batches), if there is 1 misconfiguration then there ought to be tens of others. Yet no one else has come forward with...

5. Insert Windows XP CD at prompt
