Yep, if switching out the AC adapter or reinstalling windows doesn't fix it, then you have a problem with the charging circuitry on the notebook itself, which is quite difficult to fix
If the screen is stretched, you need to install the graphics driver for your notebook, and then set the resolution to the native resolution of the monitor.
