not necessarily, make sure minimal components load at startup ie have only windows components run first ..and after its up and running start off with those other programs.. i had some problem with dell so i called their tech...

try disabling all those features, use plain vanilla settings and see if it still happens. if it does, have you installed the drivers??? heck i just re-read your post, bro you gotta INSTALL the touchpad drivers from the Dell Drivers CD...
