ok by the way this is how i resolved it (finally) - i just did a search of my computer for "sun" and deleted all the sun java related files. (cant believe i didnt try that earlier)

Hurray it worked! I put the missing dll file on a memory stick and used the copy command in the windows repair console thing from the cd to put it in the directory.
