^i also had some 1-4x media, and Nero burned at 2.4. But when i put a different media in, it switched to 4x. I believe Nero IS set to automatically burn at the fastest speed possible, although you can change it to burn slower

Fish: Goto start button->Control Panel->system->hardware tab->device manager
and then click on Universal Serial Bus Controllers. See if ENHANCED anywhere, if it doesnt, you just need to click on it, and update the drivers....
They are both USB 2.0, however, you need to install the USB 2.0 drivers. These drivers are included in the SP1 Update. Goto your windows update, and download it.

Depending on what your using it for, the 300 could be better than the 700 for you, as its MUCH thinner. (and nicer looking)
