if there is no acer tool than try either speedswitchXP or rmclock (which I would suggest, you can also lower the voltage a bit so you get a cooler laptop and the battery lasts a bit longer)

And here in Austria you have to pay 20% tax, so in Germany you can get it for around €1450..which is not that much.
At the moment I'm still very satisfied with the joybook
