Unfortunately it is a motherboard issue, as qhn said it needs to be baked (the graphics chip)... It is better off getting a pro job done on it... It is a common fault with the lead free based solder used now and baking the chip reflows...
If it is not the DC socket on the motherboard, it will be the graphics chip on the motherboard... You can test the DC socket with a multimeter, but it involves stripping the netbook down completely... If no joy, it will be the GPU, ones...
Try a Toshiba C660... They come with an i3 CPU which is pretty good on the low end front... Amazon have various types for under £350...

It seems to have stabilised... I have reset the XConf file and remove lightDM and moved over to GDM (Gnome Display Manager)... Fingers crossed....!!! SUSE looks nice...

99.9% of the time the issue is down to a faulty DC socket... If its not soldered onto the motherboard and you can get hold of a module (ebay) you are quids in, other wise the old socket needs to come off and a new one soldered on...
Try this... Download Ubuntu or gparted... Use them to format the drive and remove any hidden partitions... Check for a BIOS update... Some older machines won't take win7 due to the BIOS (likewise, some newer machines refuse to downgrade...
