The second Dell gets an authorization from your credit card company the order will be processed. If it's unable to get a hold on the authorization then there will be delays.

I would return it and explain to them why. If they offer to refund some money, then I would keep it. 3k is a lot of money. If it's the memrom cpu, its impossible for it to be a refurb because the cpu just came in last week.
