Since Vista's Service Pack 1, the OS report the quantity of memory Installed, instead of reporting the amount of "usable" memory. If you're having SP1 and you take the OS number, it's normal!
What I don't understand, is why the diagnostic tests were telling you that you didn't have a video adapter if the problem wasn't there... Have you tried the test again with the new card? If it stays the same, you can pretty much rule out...

Had the same problem with my 7900GS on Inspiron 9400, a bad memory module. But before I begun to get BSODs, the screen was having lines and strange artefacts. I decided to replace it with a 7950 GTX that I bought for $250.
I've just installed my new graphic card and it ROCKS!!!! I finally got my Geforce GO 7950 GTX for US$250.
