That is sort of true. But every game depends on the CPU and GPU. But if either one your GPU or CPU is way more powerful than the other. The least powerful one will be the limiting one pretty much no matter what game you play.

A cpu upgrade will help gaming. Doing both the cpu and gpu (because of mobo) will see an even bigger increase. But CPU does matter big time in gaming. And an upgrade if significant enough will help fps.
