Well a dell technician came out and replaced the motherboard and video card again, i was out on an appointment when he did it. When i came back it appeared to be fine. Unfortunately upon reboot, the problem persisted. I'm out of ideas....

i had dell send me out a replacement card, i installed it, and get the exact same problem.
Yes 2 identical video cards in the same laptop.
If i attach a monitor when it blacks out it comes up fine on the LCD as the main display. Also i have reseated the vid card, replaced it, and reseated the LCD connector. Hell i even went as far as disconnecting and reconnecting the LCD...

The real odd thing is that if you disable the USB root hub the sound also goes away, usually i can fix it by plugging in a USB thumb drive, or mouse, or anything else that uses USB.
if you run pstrip on the 700m it says the display adapter will support up to: Monitor caps (1) - 2248x1264, 79kHz, 95Hz So yeah, you should be fine
