First, give PC Torque and Sager a call, see how much it costs to replace it.
You could duct tape it, but you'll have to take off the back of the LCD to tape the inside. It's still dangerous to your LCD whether or not you do it.

chuck11, the noise you hear is present with all AC'97 based sound chipsets, i.e. everything onboard these days, save nVidia boards. The only cure for that is an external sound card, be it USB or PCMCIA.
