As always, I recommend using the online chat option as opposed to calling Dell on the phone. It's a lot easier to understand the techs, you have a log of the conversation, and they can take over your desktop to see the problem first hand...
If this is true, and I don't see how they could possibly get away with this, document everything and contact the Better Business Bureau. I recommend conducting all your future business with Dell either through the online chat or email....
I got a nice brand new replacement for my daughter's laptop (Gateway) from Bliss Computers. Good screen, nice and bright, and cheap. Shipped in 3 days. You might want to look there.

I think you should take this and run like hell. It's a huge upgrade for you.
My guess is that the 1745 doesn't have the 1GB Radeon card.
