Move your mouse to the bottom of the screen. If the bar shows up, right-click on it, click Properties, then make sure Auto-hide the taskbar is deselected.

It could be a hard limit set by AOL's browser implementation.

It's not a registry editing command. On your keyboard, there should be a Windows logo key. Press that and "R" at the same time. In the window that shows up, type net start audiosrv into the white area. Press the OK button.

Which operating system do you have running?

If you're playing a game, does it feel sluggish, or is it only during "normal" Windows usage?

Windows + R -> "net start AudioSrv" w/o quotes -> OK
