2K Pro may be a better solution - it would let you test more scenarios than XP Home. Especially with the user permissions and rights scenarios. However, with the security push, you might have to stick with XP Home or do dual booting.
You probably need to open up port 6346 explicitly for BearShare. Sometimes programs do a passive listen and the Windows Firewall can't figure it out. Try that and see if it helps.

Recommending beta software isn't exactly the best suggestion to somebody who's having stability or connection issues.
