I have a Precision M2300 which also has a Mini PCI-E slot under the keyboard. The 4GB Turbo Memory module works just fine. The driver will automatically activate the Dashboard during driver installation.
D630 and D630c use different TPM module too. As for D631, I do not think it exists. Dell probably cancel the project at last minute but still have the drivers uploaded to their web site.
Most of the C2D would be supported by D630. But considering you are upgrading for better performance, I would suggest the following as candidates: T7500 / T7700 T8300 / T9300 / T9500

Mine is working perfectly in Precision M2300, using driver from Intel and Vista build-in connection manager.
