1350 consumes slihglty less power when on compared to a 2200 that is on. But a 1350 consumes more power when shut off (significantly more) than a 2200 that is turned off.

IntelIntegrated Graphics Extreme 2 can actually play 2 or 3 year old games decently well. You can't play with anything turned up but its feasible. You'd have to have lots of power elsewhere to make it up.
I think the discounts are already counted in the upgrades. For example, upgrading to an ATI 9600 right now costs 79 when it normally costs 99 to upgrade it to that card.

No thats not true. Some deals are indeed better than others.
