what are you using to read the speed of your processor speed? i use mobile meter myself... i run an amd64bit 2800+ cpu and currently ive got the power setting on portable/laptop which clocks my cpu to 800mhz when im doing little stuff...
no chance in upgrading your 9200, like peterhoang said... the only upgradeable laptops out there will be the ones equipped with pci express if im not wrong in saying so... and if your one of the lucky owners, owning a dell 9100 and xps...
no need for a program really, just goto your power settings and set it to always on, this should make your processor goto mmm let me work it out a 3400+ read something like 2.2ghz or 2.4ghz ...

right now mines running at 464/234 which is quite strange..... maybe the new omegas adjusted them automatically because at first my stock settings were 452/208
yea i just checked the date of the driver and mine s dated 5/23/2004... weird
not noisy one bit, maybe when the fan kicks in but its usually only on for awhile say a minute ... unless your playing games that is
