It should work with Outlook by default. When you have the mail program running (i.e Outlook Express, Outlook) and a new message is received, your main LED should light up... however, the mailer program MUST be running!

It certainly does sound like a peculiar problem...
during your reformating process, did you try hibernating/standby before and after each driver was installed? That way, if it was indeed a driver issue, you could've isolated which one...

When booting up, go into the BIOS (Press F2 at the BIOS boot screen)
See if you have the "Execute Disable Bit" function ENABLED. If so, please set it to DISABLED. Save settings, and exit.
