My i8600 had the motherboard replaced twice for a similar problem. Found that if I flexed the case some I could get it to come up for a little while, but it would spontaneously shut off, which is sometimes worse than not booting at all....

if you have a USB 2.0 flash drive, and a computer that's old enough to still be running Windows ME, I would suspect that the USB ports on the PC are pre-USB 2.0, and won't support the USB 2.0 flash drive, even with a newer device driver.
