Try the "Phoenix Flash" program that someone else posted (just use the forum search, it'll come up). It allows you to to a BIOS backup and flash directly from Windows. It's how I flashed mine last night.

Peltier? No. You'd have more heat to vent than you do now, plus you'd need a separate power supply and a means of dealing with the condensation caused by the Peltier.
