Went to Futureshop (similar to Best Buy, but there is Best Buy here.) today and saw the difference between SXGA and UXGA. I must say, UXGA was way better then others, font wasn;t that small either. I think UXGA worth it.

Try uninstall GTA3, uninstall driver completely (look around google for program that removes driver), then use the 'hacked' driver and reinstall GTA3.

Static? Maybe the room is dry. The ideal humidity level is 50 ~ 80% btw.
