also, that is your laptop lcd that is in the video, right? it's not completely obvious, since the tablet conceals the base of it. if it's an external monitor, I'd try it on your laptop lcd with secondary display off first.
I don't think it is the tablet if it is responsive in all areas of the sensor. If it is just mapping incorrectly, it is most probably a software or driver issue. Try removing the wacom drivers, unplug the tablet and reboot and try it...
are you sure you set the size and positions of the mapping correctly? the video is not very sharp; a couple of screenshots of the settings pages would help as would a more informative but brief description of the problem.
