I would vote for a re-install. I was looking thought technet and I can't find reference on how this is done. I'm sure it's something simple, however why spend the time? Re-installing Outlook is far to easy to beat your head over it.
That's going to be an expensive part unless you find a deal on a used one. Laptop screens can often outweigh the cost of an aging laptop quickly. Given that it's a T20 you better be looking at a screen that's less than $100.
