Is there a program to measure average/min/max/total fps on applications/games? If not, how did you measure the fps?

Artfiacts visually are weird lines, blocks, checkerboard patterns, etc. on your screen that aren't normally supposed to be there. They are caused by hardware overheating or hardware miscalculation.
