I've noticed this for quite some time now, but only now is it beginning to trouble me. The CPU usage for my 8890 is never at 100, when I run a program that should be putting it up to max usage (Prime95 or other CPU intensive programs)...

I have put the heatsink back in without re-applying the paste with no negative results. It doesn't seem to make a huge difference.
