They'd use the same basic drivers, you would just have to update them to a newer version.
If the onboard video with that board is also an ATI and you get the HD4870 you can just pop the card in without trouble. Technically you wouldnt even have to update video drivers since it can recognize both integrated and the new card....
1280x1024 is pretty small now a days even for two monitors its not as taxing as it once was. Things start to get very CPU bound at those resolutions.
Looking at your screenshots, you're on a 32bit version of windows 7 and your CPU doesnt even support 64bit operating systems. You cant use all your RAM.

Oh sorry. Now that I think about it, you dont have a 6pin GPU power connector? That might present a problem even with an adapter.
As I said, the GTS250 and the 9800GTX are the exact same card. The only difference is slightly less power used by the GTS250. Since the GTS also costs less, theres no reason to buy the 9800GTX or GTX+ anymore. Heres some GTS250 reviews...
