I'm not sure what fan is fan 1, but if it's controlled by the temp of the vid card, it may be that Vista is keeping your GPU more active with the aero interface than XP does with it's classic GUI.

I'd suggest turning off shadows, as that made the biggest difference for me when I was playing a year or so ago.
