Drivers will not change clock speeds. You have to manually modify the BIOS on the vid card. This has been heavily discussed with complete instructions and files needed in the Dell > 9300/XPS forum section. Just do a search.
I run it at 1920x1200 with everything on max, except Soft Shadows is off. I get an average of 40 FPS. This is on my XPS m170.
It shows up for DVDs and HD videos.

I run FEAR at 1920x1200 with all settings at maximum, except SoftShadows which is turned off. Softshadows seriously kills the framerates.
