I'd go for either of the first two. What kind of programs are you intending to run for him? If they ram intensive either a cheap upgrade or the second one.

[EDIT], If the upgraded CPU comes with a bigger cache memory, opt for that... hands down. Also, upgrade the HD to a 7,200 RPM for better performance gains (usually a better value for a speed boost than CPU upgrade).
If you plan on running Vista 64 - go with the 4 GBs of RAM and Lower CPU (Vista requires more ram), if your running Vista 32 Bit or lower (XP) go with the 3 Gigs and higher CPU (you cant use more than 3.5 gigs of ram on a 32 bit OS, and...
Why not get a USB "Hub"... it basically plugs into one USB port in your computer and can give you 4+ USB ports depending on which hub you buy. The only downside would be that this is more of an 'external' fix... portability...
Have you tried it (the beta)? What are your thoughts? Better than XP... Better than Vista? Finally, in your opinion is it worth waiting for?

The studio has a much better CPU, though 1 GB less RAM... .if your going with Windows 32 bit, then 3-3.5GB is about the max you can utilize anyway...
