It's not a scam, the reason people do this is because eBay doesn't charge a fee on the shipping charges. It's a complete violation of eBay's TOS to charge excessive shipping like this.

I'd look on Craigslist (or its equivalent) if you have one in your area. I've sold two laptops for around the price, both exactly what you're looking for. Check it out, this way you'll get to see the laptop in person before you buy it....
