I can't get any higher than 587/650 on my 7950GTX without artifacts -- and it pisses me off highly...
I just realized -- my 7950GTX has HORRIBLE clocks compared to everyone else! The best clock I can possibly get have been 587/650! I get artifacting at 600/700, let alone these insane 650/800 clocks others are getting... WTF?
This is all just kind of making me wonder what exactly nVidia is doing nowadays. The drivers have been slow to come out, and haven't really improved much since 94.20 and such came out (in fact they have gotten worse IMHO -- overclocking...

I have an XPS M1710 with the T7600G processor. I overclock the CPU to 3.00 GHz which puts the fan on full blast at all times (REAL full blast, not what fangui says is max, which it isn't). MY GPU is overclocked mildly to 587/1300...
Didn't you get that memo?
Maybe nVidia is being a bit too buddy-buddy with the manufacturers and OEM's and making it so you can't overclock, thus making the odds of frying a card much less, which means less of a burden on them?

As said by Tony above, 94.20's and 97.92's got updated with the most recent driver tweakset. This may have slowed things down a bit for you.
