The restore cd will try to delete all the partitions, and that is what you want. After deleting the first partition, which will erase all data (it's like a format), it will create the partition again and will install the OS.

For the voltage look at your actual charger. The voltage in Europe is 220-240V@60Hz, while in the US is 120V@50Hz. Targus has pretty good inverters.
