Seems to me that your tuner is for the wrong TV-standard (NTSC vs PAL).
When doing a capture...you get any sound or just crackling?
Does the screen seems a bit vertically squished (or just the opposite)?

try to select (enable) the 'LINE IN' in the Volume Control.
ie: Volume Control/Options/Recording --> check Line In
The Tuner audio is rerouted through the Line In.
Should work...
