I know on dell.com's site you can transfer the ownership of the laptop and I believe that includes the location so it shouldn't be a problem

Try to order on the phone and you can usually get a better deal. Usually you can get at least get an extra battery free of charge. I am also in Canada and it took exactly 10 days to receive my laptop.
