well if you had a BSOD I could have helped since I had a similar problem where the laptop wouldn't return from standby but would restart.
does it by any chance show a BSOD?
If you plan to play games then go a good gfx card. If you just want to encode stuff and multitask go for RAM and CPU.
It has been stated before that disabling the ATI hotkey poller will cause you to lose the powerplay function of the x1600. That means that your card will not underclock when on battery and this will cause a decrease in battery life.
Could be in need of physical cleaning? Not saying that it might be fixed by that but check your vents if they are clean.
If you remove the driver you'll have no sound. It's not a matter of the drivers rather the chipset used. (Depends on what laptop we are talking about)

not sure if it works but Control Panel -> Accessibility Options -> enable Sticky Keys . As I said I'm not sure if it will work the way that you want it.
