nvm, it was a driver error... I updated the BIOS driver and everything's fine now...
hmmm.... System Properties always shows 797Mhz AMD CPUInfo always shows 810Mhz (give or take about 5Mhz) and Mobile Meter always shows 800Mhz
I checked HP and Windows Update, both say I have the latest driver... I'll install the latest driver from the HP website anyway...
