The fans are independant of each other. If the CPU is running max but no load on the GPU, then the right fan won't even turn on. If you want to fix it yourself you could tear it open and drop some machine oil in the top of the fan...

You can run either 667 ram or 533, you can't mix the two, it'll default to the slowest speed. You can't really tell the difference in speed anyway, let price be the deciding factor.
