What kind of IPs are you getting, 169.x.x.x, 192.x.x.x, 10.x.x.x, or what? If you get the first kind, then you're still not connected to anything. 169 is just a local IP of your computer. Have you looked into the ethernet drivers?
I think he means undervolting. If so, you can't really say for sure. You just have to play around with the voltages. Some can undervolt better than others because of the way the chips are manufactured. Underclocking is a different thing....

That's because Pentium M's have SpeedStep technology, which automatically clocks down your speed when you don't need the power, thus saving power.
I had this for a while on my old 600m as well. I returned it because of the hard drive heating issue, with the new one having the same issue. I'll have to do an exchange or something. To me, it seems like...dust? I don't know, but I hope...
