Ok I finally figured this one out on my own. I formatted my hard drive, and when I reinstalled my drivers off the disk included with my laptop it solved the issue with turning my touch pad off and on.
I just got a M51S from Newegg. Awesome system. Although I am currently trying to figure out where I can get XP drivers from since it comes with the virus knows as VISTA.

That was the first thing I've tried. I downloaded the latest forceware drivers, but they didn't help and I am currently using the Dell drivers....
