If you downclock it to 45mhz u will probably get artifacts...you'd probably be better downclocking it to ~100mhz. Downclocking the card will have no long term effect.
Is it a Synaptics touchpad? I know on Synaptics touchpads you can adjust the sensitive zone and the touch sensitive areas, maybe there are similar drivers on your machine?
