your best bet would be to personally speak to a DELL customer support representative to get the necessary information...but i believe you can, but calling wouldnt hurt and you can be certain.

yes, the hard drive will come in handy down the line, and like Freak4Dell said, it may be more vital than a DVD burner, depending on what you ultimate needs are.
i've known people who went ahead and only kept the standard 1 year warranty without second thoughts. However, money was a factor in their decision, as is yours, and therefore that might be the deciding factor.
